Carol Kulish Harvey provides clients and KPMG LLP professionals with analysis and advice on U.S. federal tax legislative and regulatory developments, policies, and issues. Carol also works closely with the Passthroughs group of Washington National Tax practice and has significant experience with a wide range of technical, transactional, and compliance issues associated with the federal income taxation of flow-through entities.
Carol previously served as a tax counsel for the Committee on Ways and Means of the U.S. House of Representatives. She also was a director with the national tax office of Deloitte Tax and a principal with Andersen’s Office of Federal Tax Services. Carol started her career as an attorney at a Washington, D.C. law firm. She has worked with a variety of industries over her career.
Carol has written numerous articles on a variety of technical and legislative tax issues. She is also a frequent speaker at tax conferences.
Carol holds a JD degree from the University of Chicago Law School and BS degree summa cum laude in economics from the Wharton School of the University of Pennsylvania. She is former chair of the S Corporations Committee of the ABA Section of Taxation.
Federal Legislative & Regulatory Services
The KPMG Federal Legislative & Regulatory Services practice gives clients immediate notification about breaking developments in tax legislation or federal tax regulations; provides insight and advice to clients in anticipation of possible legislative or regulatory changes and the impact of such changes on client tax planning; assists clients in the legislative and regulatory process; and conducts “roundtable” briefings and discussions.
